The family, due to living beyond their means, and buying too much, has been getting into debt, and owes more
than 28 million Euros to the bank and to other people, and is forced to pay 22 of them within one year; and how
has this family get into this situation?
The family has not followed a system of keeping invoices and receipts and there is always someone claiming a
debt that must be satisfied urgently. This family has not foreseen money that will be needed to pay for some
building that it has bought, and amongst other things, pays the electricity 320 days late, does not pay traders
immediately, asks for credit and mortgages with the expectation of funds, that then do not arrive, as well as
employing personnel without any prior assessment and without qualifications and expertise. This process has
accumulated financial losses since 2001. In addition, to worsen the situation, most of the money that this family
obtains has to be allocated to a series of obligatory expenses, for example the children’s school, without sufficient
left over to satisfy their needs. This family lives at the cost of not paying its´ commitments and asks for credit
without having the correlative income to support it. It is a real madness, with future income forecasts looking bleak
(the construction industry is in crisis). The situation might be relieved by the family selling some of their assets,
but even if that which the family owns was sold, there would be insufficient funds to pay the astronomical debts it
has incurred.
Some really important information about the family’s economic situation, is the famous negative remnant. The
treasury takes into account the income that we have deposited in the bank. The money we have available to
spend, and that money which we must keep in reserve for our current expenditure (remember the account for
children’s school). It turns out that there is a negative remnant of 10’8 million Euros. That is to say, the family
deposits money, but part of this money is untouchable because it must be allocated for children’s education etc,
and the other part of this money is not enough to pay for other necessities.

economic and financial situation of the Town Hall making a comparison with a family’
s economy. Imagine a family: parents and children. This family obtains money from
parents’ wages, they own an apartment, manage their own business and therefore
they have some current accounts. However they also have a series of expenses:
mortgages and debits that must be repaid, children’s maintenance and education,
paying the salaries for the business they own etc.
